The Odisha Cabinet has approved the creation of a new city near Bhubaneswar, covering around 800 acres in Gothapatna, Malipada, and Daspur. The project, expected to require an investment of INR 8,179 crore over a 15-year period, is designed to serve as a multi-economic growth zone supporting the state's long-term urban vision under 'Viksit Odisha 2036'.

The city's layout will focus on efficient public transportation, reducing travel times, and smoothly integrating residential, commercial, and institutional areas. It will also address the 'Housing for All' objective, providing housing options across different income groups to meet diverse residential needs.

Infrastructure plans include facilities for meetings, incentives, conferences, and exhibitions (MICE), plug-and-play innovation hubs, and data management centers. The project will also focus on creative placemaking, featuring central forest parks, gateway plazas, and ample public spaces aimed at community engagement and improving social well-being.

Green and smart infrastructure will be a key aspect, ensuring environmental sustainability and climate resilience. The Bhubaneswar Development Authority (BDA) has been appointed as the nodal agency responsible for planning and executing the project, which is currently in its early stages of implementation.
