JSW Cement has commissioned a 1 MTPA grinding unit in Sambalpur, Odisha, through its subsidiary Shiva Cement, raising the company's total capacity to 21.6 MTPA. Strategically located near Odisha, Chhattisgarh, and Jharkhand, the plant ensures proximity to raw materials and addresses growing cement demand in eastern India. Since acquiring Shiva Cement in 2018, JSW Cement has focused on expansion, aiming to triple its capacity to 60 MTPA. Operating seven plants nationwide, the company is among India's top 10 cement producers, consolidating its presence across key regions.
JSW Cement, part of the diversified USD 23-billion JSW Group, has commissioned a new cement grinding unit in Sambalpur, Odisha, with a production capacity of 1 million tonnes per annum (MTPA). The unit, developed through the company's subsidiary Shiva Cement, increases JSW Cement's total installed capacity to 21.6 MTPA. While investment figures for the facility have not been disclosed, the company stated that the plant is intended to meet the rising demand for cement in the eastern region of India.
The new facility was funded and overseen by Shiva Cement under a commercial arrangement with Bhushan Power and Steel Ltd (BPSL). It is designed to produce 1 MTPA exclusively for Shiva Cement's use. Shiva Cement's plants are strategically located near the borders of Odisha, Chhattisgarh, and Jharkhand, giving the company easy access to raw materials essential for production and minimizing transportation costs.
JSW Cement acquired Shiva Cement in 2018 by purchasing the promoters' stake and making an open offer. Since then, the subsidiary has become a key component in the company's strategy to expand its presence in eastern India. JSW Cement CEO Nilesh Narwekar said that the eastern region is expected to witness significant growth due to rapid development in manufacturing and infrastructure, and Odisha is emerging as a central hub for industrial and economic activity. He described the Sambalpur plant as a strategic milestone that will strengthen the company's position in the eastern market.
Following its listing on stock exchanges in mid-August 2025, JSW Cement has accelerated its expansion plans, aiming to triple its capacity to 60 MTPA and position itself among India's top five cement producers. The company is progressing on its approved expansion program, which includes achieving 41.85 MTPA of grinding capacity and 13.04 MTPA of clinker capacity to establish a nationwide presence.
JSW Cement began operations in 2009 with a single grinding unit in Vijayanagar, Karnataka, focusing initially on southern India. Currently, it operates seven manufacturing plants across India, including one integrated unit, one clinker unit, and five grinding units. With the commissioning of the Sambalpur facility, JSW Cement reinforces its position among the top 10 cement companies in India by installed capacity and strengthens its ability to meet regional demand efficiently.
