Synopsis

The Delhi Development Authority is preparing to hand over 1,400 flats at Kathputli Colony by March 2026, marking a major step in Delhi's first in-situ slum rehabilitation project. The redevelopment, initially delayed due to legal challenges and resident opposition, now progresses with fire safety and utility approvals underway. Beneficiaries have been identified, and allotments will be done through a draw of lots. The project, covering 5.2 hectares under a PPP model, relocated thousands of artisans and their families from transit camps, offering them structured housing after decades of informal settlements.

The Delhi Development Authority (DDA) has confirmed that around 1,400 of the total 2,800 flats in the Kathputli Colony redevelopment project are nearing completion and are expected to be handed over to beneficiaries by March 2026. This project marks Delhi's first in-situ slum rehabilitation initiative, designed to provide residents of the historic colony with proper housing while preserving the community structure.


Officials stated that the concessionaire has applied for fire safety approvals and other necessary clearances to initiate the allotment process for the EWS flats. The fire department has identified certain deficiencies, which the builder is addressing. Utility connections and other permissions are being secured simultaneously. Once these approvals are obtained, flats will be allotted through a draw of lots, with eligible beneficiaries already identified.

Earlier this year, Union Minister of Housing and Urban Affairs, M. L. Khattar reviewed the project's progress and instructed officials to resolve all pending matters involving the builder, DDA, and the ministry. Residential blocks are largely ready, with finishing work ongoing for shared facilities, including community halls and fire exits.

The Kathputli Colony redevelopment is being executed under a Public-Private Partnership (PPP) model on a 5.2-hectare site in West Delhi. Before redevelopment, the area had been encroached upon for nearly 50 years by jhuggi dwellers, including puppeteers, musicians, sculptors, wood carvers, weavers, and craftsmen. Residents were shifted to a transit camp at Anand Parbat in 2013, with most families moved by 2017 despite initial local resistance. Out of 3,292 eligible residents, 2,800 were relocated to the transit camps, while the rest were allotted DDA-built flats in Narela.

Construction resumed in 2018 after legal interventions, with plans to build 10-storey towers for 2,800 flats. Delays were attributed to court cases filed by residents and NGOs. The DDA is now actively working to complete and hand over the flats, signaling significant progress for the long-pending project.
