Mangaluru Smart City Limited (MSCL) has reopened the process to invite bids for an integrated bus terminal at Pumpwell Junction, a project initially estimated at INR 495 crore. Previous attempts to attract developers failed, mainly due to the high cost of a proposed underpass connecting the terminal to NH-66. The terminal will feature inter-city, intra-city, and intra-state bus services along with parking, commercial spaces, F&B units, and other passenger amenities. MSCL is revising costs and project scope to encourage bids and ensure feasible development.
Mangaluru Smart City Limited (MSCL) has once again invited expressions of interest for developing an integrated bus terminal at Pumpwell Junction, a project long pending due to previous hurdles. The terminal is planned on 7.23 acres of land owned by Mangaluru City Corporation (MCC) and is expected to include inter-city, intra-city, and intra-state bus services, along with amenities such as ample parking, food and beverage units, multi-level car parking (MLCP), commercial spaces, and passenger facilities.
Earlier calls for bids did not attract any developers, largely due to the requirement of constructing an underpass from NH-66 to the terminal. This underpass alone was estimated to cost around INR 60 crore, which cannot generate direct revenue, making the project less appealing for developers under the Design, Build, Finance, Operate and Transfer (DBFOT) model. MSCL technical general manager Arun Prabha KS mentioned that while the project was in the offer stage, it had not progressed further due to these financial constraints.
To address these challenges, MSCL is revising the project concept and cost estimates. The initial INR 495 crore estimate is being reconsidered, with a revised estimate of around INR 200 crore under preparation. The revised plan emphasizes essential facilities that can generate revenue, such as parking, commercial spaces, and other user services, while finding a solution for the costly underpass component. Officials are confident that these modifications will make the project more viable for potential bidders.
