Uttar Pradesh is empowering its urban local bodies (ULBs) to approve building maps within their jurisdictions, a step aimed at increasing revenue and curbing unplanned construction. Currently, only housing development authorities can approve maps in regulated areas, leaving peripheral municipal areas without oversight, which leads to traffic congestion, encroachments, and safety issues. Discussions are underway to establish a regulatory framework and necessary resources, manpower, and expertise. Implementing building bylaws across 762 ULBs is expected to take around two years, ensuring planned urban growth and infrastructure management.
Uttar Pradesh's urban local bodies are preparing to take over the authority to approve building maps within their areas. This initiative targets revenue generation and aims to regulate construction in peripheral and underdeveloped areas, where unplanned construction has often caused traffic bottlenecks and encroachments.
Currently, only housing development authorities have the authority to approve building maps in regulated areas. In contrast, localities outside these areas, maintained by municipal bodies, lack any regulatory mechanism. This has led to encroachments on public land and extensions of balconies and terraces over streets, which remain unchecked due to the absence of oversight.
Officials noted that creating a functional approval system will require extensive groundwork, including developing resources, manpower, and technical expertise. Principal Secretary of the Housing and Urban Development Department, P Guruprasad, mentioned that discussions are ongoing to introduce a mechanism for regulating construction within municipal limits, but the process must be built from scratch.
The full implementation of building bylaws across all 762 ULBs in the state is expected to take up to two years. Once in place, the system will streamline approvals, ensure adherence to urban planning norms, and promote well-planned urban development. It is also expected to prevent future congestion, improve infrastructure management, and safeguard public spaces from encroachments.
By granting ULBs this authority, the state government intends to support structured urban growth and address issues caused by unregulated construction, particularly in peripheral areas. The move is part of a broader effort to make urban development more organized and ensure better living conditions as cities expand.
