The Maharashtra government has initiated steps to convert a 6.4-hectare site of the closed Worli Dairy in Mumbai's seafront belt for commercial use. The Urban Development Department issued a notification on September 25 to reclassify the plot's reservation from residential to commercial in the Development Control and Promotional Regulations (DCPR) 2034, while inviting objections and suggestions from the public.
The plot includes the shuttered government-run dairy, residential quarters, and the office of the dairy development commissioner. It was classified as a 'dairy' within a residential zone in the 1991 Development Plan. The property has largely remained unused for over ten years.
Earlier plans for the site included converting it into a marine research institute, aquarium, exhibition centre, and government offices, as per a February 2022 notification. In January 2024, the Mumbai Metropolitan Region Development Authority (MMRDA) requested control of the site to redevelop it as a mixed-use node and sought designation as the Special Planning Authority for the land. By April 2025, Chief Minister Devendra Fadnavis approved the preparation of draft planning proposals by the MMRDA.
The latest notification clears the way for private leasing once formal procedures are completed, potentially allowing commercial development on one of Mumbai's most coveted seafront plots.
