Goa government fixes minimum land rate for structure regularisation

Earlier this week, the Goa government announced that owners seeking to regularise structures on state or comunidade land must pay based on circle rates, with a 2014 cut-off applied. The cabinet is finalising taluka-wise minimum rates under the 'Majhe ghar' scheme and intends to conclude deliberations rapidly, ahead of a formal launch. Amendments allow owners of unauthorised constructions built before the cut-off to apply, subject to size limits under urban and rural norms.

Goa's administration has decided that those wishing to regularise buildings on government or comunidade land will be charged according to the circle rate established for the area. The scheme, known as 'Majhe ghar', will enforce a 2014 cut-off date for eligibility. The cabinet has already held initial discussions on setting taluka-specific minimum rates, though a final decision has not yet been reached. To expedite implementation, the government expects to settle on these rates before a formal launch by the Union Home Ministry.


Under the revised process, all proposed minimum land prices for each taluka will be submitted to the next cabinet meeting, after which the rate schedule must be printed to facilitate the regularisation drive. The amended regulations permit the regularisation of unauthorised constructions up to 1,000 sqm in urban zones and 600 sqm in rural ones, with more stringent limits depending on the intended purpose (e.g. residential, commercial, institutional). Only structures erected before the cut-off may qualify under the scheme.

The Goa government's move to fix circle-rate-based minimum land prices for structure regularisation marks a significant step in formalising unauthorised construction on state and comunidade land. By applying a 2014 cut-off and enforcing size limits corresponding to land use, the administration aims to balance fairness and order.
