Thiruvananthapuram is set to revamp underutilized spaces beneath the Chackai-Enchakkal flyover, turning them into safe, visually appealing, and culturally reflective public areas. The INR 6.1 crore Smart City project covers 14,694 square meters and includes art installations, decorative lighting, landscaping, and streetscape enhancements. Spatial zoning will guide the use of narrow, medium, and wide sections, with features ranging from shade-tolerant plants to sculptural landscaping and vertical art walls. The initiative aims to blend functionality, aesthetics, and Kerala's cultural identity while improving public safety and urban experience.
Thiruvananthapuram is undertaking a significant urban improvement project to enhance the spaces beneath the Chackai-Enchakkal flyover. Covering 14,694 square meters, these underutilized zones will be revitalized as part of the city's Smart City initiative, with a budget allocation of INR 6.1 crore. The project plans to introduce art installations, decorative lighting, landscaping, and other streetscape improvements to create an engaging public space that reflects Kerala's cultural identity.
The implementing agency, Smart City Thiruvananthapuram Ltd (SCTL), emphasized that the project is aimed not only at beautification but also at reclaiming urban space for citizens. Officials noted that the design focuses on safety, art, and identity, turning the area under the flyover into a welcoming space that serves as a visible representation of the city's culture and ambition for a more liveable environment.
A Request for Proposal (RFP) has been issued, with bids scheduled to be opened on October 14. Civil construction under the Chackai flyover will begin roughly ten days after awarding the contract, expected in November. Work under the Enchakkal flyover will commence following the completion of the flyover construction, anticipated in December.
The project will follow spatial zoning to optimize different sections of the under-flyover areas. Narrow stretches will feature low-maintenance greenery with shade-tolerant plants. Medium-width areas will include planter boxes, sculptures, and ambient lighting, while the widest sections will have sculptural landscaping, vertical art walls, and natural plant barriers to protect pedestrians from traffic.
Decorative lighting and durable materials are integral to the project, ensuring safety and aesthetic appeal both during the day and at night. Features such as ambient illumination of art walls and planters, along with large Malayalam lettering and illustrations, will showcase Kerala's cultural character and identity.
This initiative is part of broader urban improvements in Thiruvananthapuram. Earlier, the city launched an INR 100 crore beautification program funded by the Kerala Infrastructure Investment Fund Board (KIIFB), focusing on roads, parks, institutional corridors, and footpaths across ten locations to enhance greenery, pedestrian accessibility, and visual appeal. The airport corridor, stretching from Chackai to Shanghumugham, is also undergoing an INR 8 crore redevelopment in four phases to create a welcoming entrance for visitors.
