The Ahmedabad Municipal Corporation (AMC) has taken steps to regulate unauthorised paying guest (PG) facilities operating from residential buildings. Out of 401 identified PG units, 385 lacking both society and police no-objection certificates (NOCs) have received official notices, with warnings of sealing for non-compliance. The crackdown follows discussions in a recent coordination committee meeting of MPs and MLAs and aligns with Gujarat High Court guidelines. Meanwhile, applications for legal hostel approvals, particularly in western Ahmedabad, are rising due to growing student housing demand.

The Ahmedabad Municipal Corporation (AMC) has intensified enforcement against unauthorised paying guest (PG) accommodations across the city. So far, 401 PG facilities have been identified, and 385 operating without the mandatory society and police no-objection certificates (NOCs) have been served notices. Officials have warned that facilities failing to comply may face sealing and other legal actions.


Most of these PGs operate from apartments or bungalows within residential societies. Some operators rent multiple flats from owners and sublet them to paying guests. AMC clarified that notices have targeted large setups and those in multiple flats, while smaller single-house arrangements have not been included. Officials have also indicated that notices will continue as complaints rise.

The action comes after a recent coordination committee meeting of MPs and MLAs, where a Rajya Sabha member from the BJP urged legal measures against illegally operating PGs. AMC Standing Committee Chairman Devang Dani said the Gujarat High Court has issued guidelines on PG operations in societies and residential areas.

At the same time, there is a notable increase in applications for hostel building plan approvals, particularly in western Ahmedabad, driven by new universities and campus expansions. Social and community organizations are also developing student hostels in various city areas. Officials explained that hostel plans on sub-plots created by demolishing bungalows require both society and police NOCs for approval.

This highlights AMC's effort to ensure compliance with urban planning and safety standards while addressing the rising demand for student and professional accommodations in the city.
