Synopsis

The Hubballi-Dharwad Urban Development Authority (HDUDA) has extended its Local Planning Area (LPA) from 407 square kilometres to 757 square kilometres by adding 46 villages across Dharwad, Hubballi Urban, Hubballi Rural, and Kalghatagi taluks. This expansion aims to control unplanned growth, prevent illegal layouts, and ensure better infrastructure development. A new master plan for 2041 is being prepared to integrate these villages and guide industrial, commercial, and residential development. The inclusion of these villages is expected to improve amenities and enhance land value for farmers.

The Hubballi-Dharwad Urban Development Authority (HDUDA) has expanded its Local Planning Area (LPA) to include 46 additional villages, increasing the total area from 407 square kilometres to 757 square kilometres. This expansion, approved by the state government, is intended to promote systematic urban planning, curb illegal layouts, and improve infrastructure facilities across the region.


Among the newly included villages, 27 belong to Dharwad taluk, one to Hubballi Urban taluk, 12 to Hubballi Rural, and six to Kalghatagi taluk. With this expansion, HDUDA's jurisdiction now covers a total of 92 villages. The authority plans to bring these areas under structured development while preventing haphazard construction.

HDUDA President Shakir Sanadi noted that the expansion will help accommodate the growing population of Hubballi-Dharwad in a planned manner over the next two decades. He highlighted that the move will support the creation of industrial estates, commercial zones, and residential layouts with proper planning, reducing the risk of unauthorized developments.

HDUDA Commissioner Santoshkumar Biradar stated that a new master plan for 2041 is under preparation, covering the entire expanded area. The plan will focus on integrating infrastructure, such as roads, parks, water supply, and other civic amenities, in the newly added villages. It will also provide a framework for sustainable growth and organized urbanization.

The expansion is likely to enhance property values and benefit farmers, as their lands now fall under HDUDA jurisdiction, making them more attractive for potential buyers. In addition, basic facilities such as roads, drainage systems, parks, and clean drinking water will be provided, bringing these villages on par with established city wards.

To ensure smooth implementation, HDUDA plans to hold meetings with gram panchayat representatives, along with the Zilla Panchayat Chief Executive Officer, to discuss development priorities and local concerns. This collaborative approach is aimed at aligning the expansion with the needs of the communities while ensuring compliance with development guidelines
