The Goa government has allowed NBCC (India) Ltd to sell around 1.5 lakh square meters of redeveloped government-owned properties, mainly in Panaji. This comes as part of a INR 1,700 crore project involving seven key government sites, including Junta House, KTC bus stand, Circuit House, and government quarters. The sale proceeds will fund the redevelopment, while the state will retain a significant portion of built-up areas. Construction is planned in phases and expected to finish within three years, supported by additional operation and maintenance funding.
The Goa government has allowed NBCC (India) Ltd to sell more than 1.5 lakh square meters of redeveloped government properties, primarily located in Panaji. This approval is part of a broader INR 1,700 crore redevelopment initiative covering seven government-owned sites. The project will follow a public-private partnership (PPP) model, aiming to modernize key infrastructure across the state.
The sites included in the redevelopment are Junta House in Panaji, Circuit House in Altinho, government quarters in St. Inez, the government garage in Panaji, KTC bus stand in Vasco, and the new Prashasan Stambh administrative building at Chimbel. The total plot area for all projects is over 77,000 square meters, with a total built-up area exceeding 2.1 lakh square meters. Of this, NBCC has permission to sell 1.5 lakh square meters, while the state government will retain more than 62,000 square meters for official use.
Chief Minister Shri Pramod Sawant clarified that the government will retain the entire built-up area in the Prashasan Stambh and Circuit House projects. In other projects, it will retain partial areas: 24% in Junta House, 5% in the government garage, 25% in government quarters, and 8% of built-up along with 30% of plot area at the KTC bus stand in Vasco.
The State Cabinet has approved the transfer of Circuit House, government garage, and KTC bus stand to NBCC. The remaining sites will be handed over once current occupants vacate. NBCC is expected to begin construction soon, with the foundation stone for some projects likely to be laid within the next two weeks.
The project's total cost of INR 1,700 crore includes five years of operation and maintenance estimated at INR 25 crore. The redevelopment will be funded primarily through the sale of commercial built-up areas in Junta House, government garage, and KTC bus stand. Construction will proceed in phases, with all projects targeted for completion within three years.
This redevelopment initiative will transform some of Goa's most important government properties, combining modern facilities with planned commercial spaces. By retaining certain built-up areas for official use, the government ensures continued administrative functioning while generating funds for urban modernization.
