Odisha crosses 1.36 lakh homes milestone under PMAY-U

Odisha has achieved a landmark in its urban housing mission by completing about 1.36 lakh PMAY-U houses over the last decade, which accounts for 73 percent of the 1.84 lakh homes sanctioned. Most were built via a beneficiary-led model, while others came under affordable housing projects and slum redevelopment. Beneficiaries received INR 2 lakh aid and essential amenities for their new homes; the mission also offered incentives for timely construction. Affordable housing participants contributed INR 1.5 lakh each. Experts say the scheme is reshaping the urban poor's access to safe and decent housing.

Odisha has just reached a significant achievement: constructing over 1.36 lakh homes under PMAY-Urban in the past ten years. The Odisha Urban Housing Mission reports that out of the 1.84 lakh homes sanctioned, about 1.62 lakh have been grounded, yielding a completion rate of 73 percent.


The overwhelming majority 1.31 lakh units were built through the beneficiary-led construction model. Smaller numbers were completed via affordable housing projects (3,650 homes) and in-situ slum redevelopment (1,520 homes.

Each beneficiary received INR 2 lakh to build a sturdy pucca house equipped with water, sanitation, electricity, and toilets within 21-30 sqm. In total, INR 2,976.70 crore was disbursed under the beneficiary-led vertical, and INR 39.55 crore was paid as incentives for early completion.

Under the affordable housing component, beneficiaries contributed INR 1.5 lakh each, while the government covered the remainder. For slum redevelopment, residents were temporarily relocated to transit housing until their permanent homes were ready. A social worker noted that PMAY-Urban has been a real game-changer for the urban poor, offering safe homes where once there was only deprivation.

This milestone aligns with the national mission. Since PMAY-U began in mid-2015, its original target to deliver affordable housing by the early 2020s was extended through to the end of 2025. The latest PMAY-U 2.0 has just gained traction, aiming to provide up to INR 2.5 lakh central assistance per unit to grant secure homes to one crore more urban families.
