The Bhubaneswar Municipal Corporation has commenced the installation of permanent digital door number (DDN) plates equipped with unique identifiers and QR codes across city households, replacing earlier paper tags. Officials explained that a dedicated mobile application is being developed to locate properties swiftly and to integrate these identifiers with municipal records, including tax and utility data. The initiative aims to enhance emergency response, improve service delivery and reduce tax evasion, with a complete rollout targeted in the coming months.
The Bhubaneswar Municipal Corporation has launched a large-scale initiative to install permanent digital door number plates across the city. Each plate carries a unique number and a QR code, designed to allow precise property identification. Officials explained that the primary objective is to help emergency service teams, such as ambulances and fire brigades, quickly locate residences without confusion.
A mobile application is currently in development with the assistance of a private agency. According to civic authorities, the app will enable residents or officials to enter the digital door number or scan its QR code to instantly retrieve a property's location and details. These identifiers are geo-tagged and linked to municipal records, such as holding tax, water tax and trade licence data, enabling quick access to property-related information.
The rollout replaces temporary paper chits that had been distributed earlier. Approximately one lakh households have now been covered in this first phase, with another 1.12 lakh homes to be included in the second phase. Officials confirmed that this phase is likely to be completed within six months.
The initiative, initially delayed due to the Covid-19 pandemic, is expected to establish a reliable, city-wide property database. By eliminating duplicate entries and ensuring every household has a unique code, the system is designed to streamline service delivery and reduce revenue losses caused by tax evasion.
The integration of QR-coded identifiers with an accessible app will significantly improve emergency response, facilitate revenue tracking and ensure efficient delivery of civic services. Authorities believe that this technology-driven project will boost transparency, accuracy and accountability in urban administration, setting a model for other cities to follow.
