The Uttar Pradesh government has approved GIS-based master plans for 56 of 59 AMRUT cities, with Kanpur, Ghaziabad, and Rampur nearing final clearance. These digitised plans use geo-referenced maps and layered data to guide urban development, including transit zones, green corridors, and mobility networks. Originally set for completion last year, the scope expanded to include more detailed planning elements, extending timelines. Approval is crucial for cities to access AMRUT scheme funding. Once finalised, these plans will enable better land-use monitoring, improve infrastructure planning, and ensure more transparent governance. This marks a significant step toward smart, integrated urban development across the state.

The Uttar Pradesh government has taken a decisive step towards modernising urban planning by approving GIS-based master plans for 56 of the 59 cities covered under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). According to officials, only Kanpur, Ghaziabad, and Rampur have not been cleared yet. Of these, the plans for Kanpur and Ghaziabad are currently undergoing their final round of evaluation and are expected to be approved shortly. Rampur's plan is also in the final stages of preparation and will follow suit.


The initiative is part of a broader strategy to bring uniformity and precision to urban planning across the state. Using GIS (Geographic Information System) technology, the new master plans incorporate detailed base maps and land-use data that are geo-referenced and overlaid with thematic information. This allows planners to assess development priorities, transport infrastructure, environmental features, and regional integration more efficiently.

The state had initially intended to finalise these master plans by the end of last year. However, the scope of work expanded to include additional planning elements such as transit-oriented development zones, logistics infrastructure, green and blue corridors, and mobility networks. These enhancements required a revision of consultant roles and extended the overall timeline. Despite the delays, the bulk of the work is now complete.

Importantly, approval of the GIS master plans is a prerequisite for cities to qualify for central government funding under the AMRUT scheme. Therefore, these approvals not only mark a technical advancement but also ensure that cities remain eligible for financial assistance aimed at improving urban infrastructure.

The digitisation of planning processes will allow local authorities to monitor land use, infrastructure capacity, and developmental impact more effectively. As the remaining plans for Kanpur, Ghaziabad, and Rampur near approval, the entire network of AMRUT cities is expected to benefit from this consistent and integrated approach. Once implemented, these plans are poised to enhance transparency, unlock funding avenues, and promote smarter city development across Uttar Pradesh.
