The Brihanmumbai Municipal Corporation (BMC) recently opened bids for the redevelopment of 64 slum plots on its land, receiving 86 responses. However, only 22 plots across seven wards attracted bidders, while 26 schemes found no takers and 17 were kept on hold due to technical reasons. This initiative, under Regulation 33(10) of DCPR-2034, allows for redevelopment without the consent of slum dwellers on BMC-owned land. The civic body aims to develop around 400,000 square meters of land and will remain the planning authority, with further bid openings scheduled for early August.

However, out of the 64 plots for which bids were invited, only 22 plots across seven wards found interested developers. Conversely, 26 schemes did not receive any bidders, and 17 schemes were kept in abeyance for various technical reasons.
This redevelopment initiative falls under Regulation 33(10) of Mumbai's Development Control and Promotion Regulations (DCPR-2034). A key feature of this regulation is that it allows for the redevelopment of slum plots on BMC-owned land without requiring the consent of the slum dwellers. This approach differs from typical Slum Rehabilitation Authority (SRA) schemes, which usually mandate majority consent from residents. Under this provision, BMC maintains its role as the planning authority for these projects.
According to civic officials, if an SRA scheme is being carried out on a plot adjacent to a BMC plot, the developer will be allowed to combine it with the BMC plot. This aims to streamline redevelopment efforts in contiguous areas. The BMC had sought Expressions of Interest from developers for this endeavor. The civic body is looking to develop around 400,000 square meters of land spread among the 64 plots.
The BMC had notably received little to no response for schemes in its M-East ward. Packet C of the bids is scheduled to be opened on August 2. This step will reveal more details about the developers participating in the successful bids.
