This citywide charge applies even in areas where LMC collection is irregular or absent, prompting criticism from residents in zones like Chinhat and Gomtinagar who already pay private collectors. While LMC claims the move enhances transparency and funds long-term improvements, locals call it unfair. This is the first update since 2017 and offers relief to 40% of lower-taxed households. Payments are mandatory, with a 10% discount for advance online payments.

The Lucknow Municipal Corporation recently introduced a policy attaching waste collection charges to property tax records INR 50 per month for homes taxed up to INR 5,000 annually and INR 100 for higher taxed properties. This applies across the city, regardless of whether municipal waste services are actually provided.


In several zones including Manas Vihar, Chinhat, Sarojininagar, and Gomtinagar residents report that LMC collection is sporadic or absent. Many households already rely on private collectors, paying between INR 100-200 monthly. They now face dual payments or risk being charged for services they never receive.

Residents argue that adding the charge without reliable pickup is unjustified. LMC officials maintain that integrating the user charge with property tax enhances transparency and funds improvements forming part of a larger urban strategy. While admitting there are implementation gaps, officials have reiterated this is a necessary step toward long-term infrastructure upgrades.

This restructuring also marks the first revision of waste charges since 2017. About 40% of the city's 830,000 households those with lower-value properties will see relief from the previous flat INR 100 fee, now halved to INR 50. The fee is mandatory, and if unpaid, it will be added to the annual property tax ledger with a 10 % discount if paid online in advance.
