The Odisha government has decided to distribute work orders for 50,000 houses under the Antyodaya Gruha Yojana, marking the latest step in its effort to provide permanent housing to the poorest households in the state. The scheme, launched by Chief Minister Mohan Charan Majhi earlier this year in Kalahandi, focuses on families living in extreme poverty, persons with disabilities, individuals affected by leprosy, and those without proper shelter in rural areas. Panchayati Raj Minister Rabi Narayan Naik stated that the programme was designed to reach groups that often fall outside the coverage of other housing schemes.
The state government has already included over 100,000 beneficiaries in the Antyodaya Gruha Yojana since its launch. Officials said the current allocation of 50,000 new work orders will be issued at one time, making it one of the largest phases of the programme so far. The scheme runs parallel to the Pradhan Mantri Awas Yojana-Grameen (PMAY-G), which remains the flagship rural housing initiative at the national level.
Under PMAY-G, a fresh beneficiary survey has identified around 3.5 million eligible applicants in Odisha. Of these, approximately 300,000 applications have already been filed online. Field officers have carried out verification and scrutiny, and the state government has forwarded the lists to the Centre for approval. A final decision is expected once consultations between the state and central governments are completed in the coming months.
Progress under PMAY-G has been steady, with 2.47 million houses constructed in Odisha out of a sanctioned target of 2.829 million. Authorities are currently working to complete the remaining houses and have stepped up monitoring at the district level to quicken construction timelines. Revenue and panchayati raj departments are also coordinating to resolve land-related issues that have delayed housing delivery for some families.
The Antyodaya Gruha Yojana is meant to supplement the shortfall by extending housing support to groups that were not fully covered under PMAY-G. The government has said that beneficiaries under the new scheme will receive financial assistance and technical support for the construction of their homes, ensuring that the houses meet basic safety and quality standards.
