Odisha creates 7 new municipalities and 16 NACs to boost urban governance

Odisha Chief Minister Shri Mohan Charan Majhi has announced the creation of seven new municipalities and 16 Notified Area Councils (NACs) to strengthen urban governance and infrastructure. Former NACs including Karanjia, Boudh, Bhanjanagar, Aska, Chhatrapur, Kabisuryanagar, and Polasara have been upgraded to municipalities, while new NACs have been formed in districts such as Balangir, Cuttack, Ganjam, Kalahandi, Koraput, Jajpur, Khurda, and Mayurbhanj. With this expansion, Odisha now has 143 urban local bodies, comprising 54 municipalities, 83 NACs, and six municipal corporations. The CM also set an April 2026 deadline for pothole-free roads and closed drains, underscoring a push for better civic amenities statewide.

Odisha?s Chief Minister Shri Mohan Charan Majhi, recently announced the creation of seven new municipalities and 16 Notified Area Councils (NACs) across several districts as part of a plan to improve urban governance and infrastructure. This decision was made during the state's Local Self Governance Day celebrations.


The newly formed municipalities Karanjia, Boudh, Bhanjanagar, Aska, Chhatrapur, Kabisuryanagar, and Polasara were previously NACs. Their upgrade aims to provide these areas with greater administrative powers, access to resources, and improved capacity to manage urban development effectively.

The 16 new NACs have been carved out from existing panchayats and blocks to address the growing needs of urban populations. These include Loisinga in Balangir; Sohela in Bargarh; Badamba, Narasinghpur, and Salepur in Cuttack; Gondia in Dhenkanal; Patrapur and Jagannath Prasad in Ganjam; Chandikhole in Jajpur; Narla and Jaypatna in Kalahandi; Tangi in Khurda; Boriguma in Koraput; and Kaptipada, Jashipur, and Rasgovindpur in Mayurbhanj.

With this expansion, the total number of urban local bodies (ULBs) in Odisha has increased to 143, comprising 54 municipalities, 83 NACs, and six municipal corporations, following the recent upgrade of Puri municipality.

The Chief Minister has emphasized that all urban areas should be free of potholes and have properly closed drains by April 2026. This directive highlights the government's focus on improving basic civic amenities and urban infrastructure.

These steps build on previous reforms, such as the creation of 34 new NACs and the upgrading of five NACs to municipalities in earlier years. The move reflects Odisha's continued commitment to strengthening urban governance and infrastructure, ensuring local bodies are better equipped to handle development challenges and serve residents efficiently.
