The Delhi PWD has identified seven land pockets for redevelopment under a public-private partnership, with NBCC tasked to prepare proposals. Sites include Vikas Bhawan-1 at ITO, Timarpur, Gulabi Bagh, Kalyanvas, Probyn Road, Sindhora Khurd, Sindhora Kalan, and Bahapur. NBCC, which has executed projects like Kidwai Nagar and Sarojini Nagar, will design plans to modernise ageing government colonies, add sustainable infrastructure, and create office and retail spaces. In North Delhi, Gulabi Bagh and the Sindhora colonies house around 1,200 government quarters, while Kalyanvas, Probyn Road, and Timarpur add smaller clusters. The plan aims to address dilapidation, improve housing standards, and optimise prime urban land.

The Delhi Public Works Department (PWD) has identified seven residential land pockets across the capital for redevelopment under a public-private partnership model. The selected sites are Vikas Bhawan-1 at ITO, Timarpur, Gulabi Bagh, Kalyanvas, Probyn Road, Sindhora Khurd, Sindhora Kalan, and Bahapur.


Officials confirmed that the National Buildings Construction Corporation (NBCC) has been tasked with preparing the redevelopment proposal after being provided with detailed information on land area and existing structures. NBCC, a government-owned enterprise, has earlier delivered large-scale redevelopment projects such as Kidwai Nagar, Sarojini Nagar, Nauroji Nagar, and Kasturba Nagar.

Among the identified sites, Vikas Bhawan at ITO stands out as one of PWD's major office hubs, accommodating several departments including the Excise Department, Delhi Urban Shelter Improvement Board (DUSIB), Environment Department, and Delhi Commission for Women.

The redevelopment plan seeks to modernise old government colonies and make efficient use of public land. The model will involve introducing sustainable infrastructure, creating private office and retail spaces, and offsetting costs by potentially selling surplus land parcels to developers.

In North Delhi, the Gulabi Bagh, Sindhora Kalan, and Sindhora Khurd colonies, which currently comprise around 1,200 Type 1, Type 2, and Type 3 government quarters, have been earmarked for redevelopment. Probyn Road houses 16 Type 5 residential quarters, while Timarpur features about 90 Type 3 quarters. In East Delhi's Kalyanvas locality, 70 Type 2 flats used for government accommodation are also part of the plan.

Officials observed that many of these government quarters are outdated and in poor condition. Redevelopment is intended to address structural deficiencies, enhance living conditions, and optimise the use of prime urban land.

With NBCC preparing the proposal, the approach combines sustainable construction with commercial development to ensure financial feasibility. By blending public infrastructure with private participation, the project aims to rejuvenate ageing quarters, improve housing standards, and utilise valuable land in a more effective and future-ready manner.
