Uttar Pradesh extends stamp duty relief to ex-servicemen and persons with disabilities

Synopsis

The Uttar Pradesh government has expanded its stamp duty relief policy to include ex-servicemen and persons with disabilities, joining women who were already eligible. This move offers a 1% rebate on stamp duty, capped at INR 1 lakh, for properties valued up to INR 1 crore. The state is also introducing mandatory e-payments for fees above INR 20,000, Aadhaar authentication for identity verification, and a single-window e-registration system for development authority allottees. Digitization of historical deeds and CCTV installation at sub-registrar offices are also being strengthened to improve transparency.

The Uttar Pradesh government has decided to extend stamp duty exemptions to ex-servicemen and persons with disabilities, a benefit that was previously limited to women property buyers. This decision, announced by Chief Minister Shri Yogi Adityanath, aims to provide financial relief to these groups and encourage inclusive property ownership across the state.


Under the new policy, eligible individuals will receive a 1% reduction in stamp duty, with a maximum rebate of INR 1 lakh on properties valued up to INR 1 crore. This is a significant increase from the earlier limit, which was capped at INR 10,000, and is expected to benefit thousands of residents purchasing homes across the state.

To ensure transparency and reduce fraud in property registration, the government has introduced mandatory e-payments for registration fees above INR 20,000. Aadhaar-based authentication will also be implemented, allowing authorities to verify identities and prevent fraudulent transactions.

In addition, the government is working to simplify the registration process for development authority allottees by launching a single-window e-registration system. This initiative is designed to make property registration faster, more accessible, and less dependent on manual procedures.

The Chief Minister emphasized the importance of filling vacant positions in the Stamp and Registration Department to improve efficiency. He also suggested exploring alternative ways to sell stamps and rationalizing vendor commissions to streamline operations further.

On the digitization front, the Stamp and Registration Minister, Ravindra Jaiswal, reported that 99% of deeds registered between 2002 and 2017 have been digitized, with the next phase of digitization already underway. Over 98% of current property registrations are now conducted using e-stamps, reflecting the state's push towards digital adoption.

To strengthen security, the government is installing CCTV cameras in sub-registrar offices and has revised valuation lists in various districts to ensure accurate property assessments. These measures are intended to make the registration process more transparent and reliable for property buyers and sellers.
