Bihar has unveiled the Bihar Industrial Investment Promotion Package 2025, offering free land and substantial financial support to attract industrial investors. The policy provides land allotments at token cost or free of charge to large-scale investors and Fortune 500 companies, along with options for interest subvention, SGST reimbursement, or capital subsidies. Valid until the end of March next year, the package seeks to generate large-scale employment opportunities while boosting the state's industrial landscape.
The Bihar Cabinet has approved the Bihar Industrial Investment Promotion Package 2025 (BIPPP-2025), designed to accelerate industrialisation and create new employment opportunities across the state.
Under the policy, investors committing over INR 100 crore and generating at least 1,000 direct jobs will be entitled to up to 10 acres of land at a token cost. Those investing more than INR 1,000 crore will be granted up to 25 acres free of charge. Additionally, Fortune 500 companies establishing operations in Bihar will be eligible for up to 10 acres of free land. Investors not meeting these thresholds may obtain land at a 50 per cent discount from BIADA's prevailing rates.
Financial incentives form another core feature of the package. Investors may select one of three benefits: interest subvention of up to INR 40 crore, net SGST reimbursement capped at 300 per cent of the project cost over 14 years, or a capital subsidy worth 30 per cent of the approved project cost.
The scheme is open until the end of March next year, giving eligible applicants a defined window to secure these benefits. The Chief Minister noted that the initiative builds upon recent measures to support industries and aims to provide employment opportunities for nearly one crore young people within the next five years.
By combining free or discounted land with flexible financial incentives, the policy seeks to attract large-scale investments across sectors. With its clear framework and time-bound window, the package is expected to provide both clarity and confidence to businesses considering Bihar as a destination. If implemented effectively, it could deliver long-term benefits by strengthening the industrial ecosystem and creating sustainable employment for the state's youth.
