The Uttar Pradesh government has approved the unified, GIS-based Master Plan 2031 for the Ghaziabad region, following a seven-year drafting process. This comprehensive roadmap for urban growth, covering 33,543 hectares, focuses on Transit-Oriented Development (TOD) and Special Development Areas (SDA). The plan is designed to accommodate a projected population of 64 lakh by 2031 and is expected to spur both residential and commercial development. This initiative is a strategic move to reposition Ghaziabad as a self-sustaining growth hub, aiming to address the city's housing and infrastructure needs.

After a seven-year drafting process, the Uttar Pradesh government has approved the unified, GIS-based Master Plan 2031 for the Ghaziabad region. This new roadmap, which covers 33,543 hectares and includes Ghaziabad, Modinagar, and Loni, is designed to accommodate a projected population of 64 lakh by 2031. A key feature of the plan is the introduction of Transit-Oriented Development (TOD) and Special Development Areas (SDA) under a mixed-use category, which aims to spur both residential and commercial development. The plan's approval is a significant step in providing a clear framework for the region's urban expansion.


According to Atul Vats, vice-chairperson of the Ghaziabad Development Authority (GDA), the plan was designed to meet future demands for housing, workplaces, and urban services. The new plan increases land allocation for residential use to 12,869 hectares, or 40% of the city's total land, while commercial space has been increased to 744 hectares. A significant portion of the plan, covering 4,261 hectares, has been marked under TOD, which will allow for higher floor area ratios and mixed land use to create compact, walkable urban hubs. These TOD zones will be located within a 1.5 km stretch of the eight rapid rail stations and a 500-meter radius of the Delhi Metro's Red and Blue lines.

Manoj Gaur, chairman of CREDAI, stated that the plan is an opportunity for Ghaziabad to catch up with its more affluent neighbors like Noida. He added that the city's improved connectivity, bolstered by the Delhi-Meerut Expressway and the upcoming rapid rail and metro corridors, has made it a more attractive destination for development. This push for infrastructure-led development is a key part of the state government's vision for a transparent and efficient urban ecosystem. The implementation of the plan, which is projected to boost property appreciation in the region, is expected to begin in the coming months.
