Despite full payments made since 2016 under the Affordable Housing Scheme, construction remains incomplete. Buyers allege fund diversion by the developer and have filed complaints with authorities. The developer claims that possession will be delivered by March 2026.
In Gurugram's Sector 109, over 100 homebuyers of the Expressway Towers project have staged protests against Ocean Seven Buildtech Pvt Ltd, accusing the developer of fraud and fund diversion. The project, launched in November 2016 under the Affordable Housing Scheme, was expected to be completed by 2022, including the RERA extension. However, construction has stalled at approximately 65%, leaving buyers in financial and emotional distress.
Buyers allege that despite making full payments, the developer has failed to deliver possession, and construction has not progressed as promised. They claim that the developer diverted project funds to other ventures and has refused to share financial details with investigating agencies. An Economic Offences Wing (EOW-2, Manesar) complaint has been filed, citing suspected violations under the Prevention of Money Laundering Act (PMLA), 2002.
The developer, however, asserts that the project commenced in 2018 and was to be completed by 2022, but delays occurred due to buyer protests and non-payment of dues, leading to license suspension and account freezing. Despite these challenges, the developer claims that over 90% of the work has been completed and assures buyers that possession will be delivered by March 2026.
The buyers' association has vowed to escalate the matter with state and central agencies while continuing public protests to ensure accountability. This situation highlights the ongoing challenges faced by homebuyers in the affordable housing sector, where delays and financial mismanagement continue to affect many projects.
