The Bangalore Development Authority (BDA) has initiated a global tender for the Revised Master Plan 2041 (RMP-2041) to address Bengaluru's growing urban challenges. This comes after the previous RMP-2031 was shelved amid criticism over scientific and planning gaps. The new plan focuses on managing population growth, urban sprawl, traffic congestion, and sustainable development. A high-resolution 3D drone survey is underway, covering 1,240 square kilometers, to provide detailed spatial insights. The plan emphasizes transit-oriented development and better infrastructure alignment, with completion targeted by mid-2026.
The Bangalore Development Authority (BDA) has issued a global tender for the preparation of the Revised Master Plan 2041 (RMP-2041) to provide a comprehensive framework for Bengaluru's urban growth. The move follows the shelving of the previous RMP-2031, which faced criticism for inadequate scientific backing, limited stakeholder consultation, and inability to address the city's rapid expansion effectively.
Interested bidders have been given until the end of September to submit proposals. BDA officials have highlighted that the new plan aims to incorporate lessons from past planning exercises and focus on sustainable urban management, including the handling of population growth, vehicular congestion, and urban sprawl.
As part of the preparatory work, a high-tech 3D drone survey is being conducted over 1,240 square kilometers. This includes 800 square kilometers within Bruhat Bengaluru Mahanagara Palike (BBMP) limits and 440 square kilometers under BDA's jurisdiction. The survey will generate critical planning tools such as digital elevation models, detailed topographic maps, and other spatial data to aid precise planning and design.
Bengaluru's last approved master plan focused on city zoning and infrastructure, but gaps in addressing traffic, housing, and environmental concerns led to the need for a more detailed, scientifically-backed plan. The RMP-2041 is expected to integrate transit-oriented development to make neighborhoods more accessible and reduce traffic pressure while promoting sustainable land use.
The drone survey was initially planned to be conducted by the Karnataka State Remote Sensing Application Centre. However, following administrative changes, BDA decided to open the tender to global firms to encourage broader expertise and advanced solutions.
BDA officials, including L. Shashikumar, emphasized the need for a detailed assessment of various land uses, such as residential, commercial, agriculture, and revenue lands. The plan preparation will include draft submissions, revisions based on stakeholder and public feedback, and final approvals. The BDA aims to complete the entire RMP-2041 process by mid-2026 to ensure the city has a transparent and well-structured roadmap for growth.
