The Greater Bengaluru Authority (GBA) is preparing to start operations early next month, marking the official replacement of the Bruhat Bengaluru Mahanagara Palike (BBMP). Bengaluru will be divided into five municipal corporations East, West, North, South, and Central with offices assigned from existing government properties. BBMP headquarters will become the Chief Minister's office as GBA Chairperson, and the Urban Development Minister will operate from the former Deputy Mayor's office. Revenue, liabilities, staff, and administrative zones are being redistributed across the new corporations, guided by draft orders and public feedback submitted recently, ensuring a smooth transition.
The state government is finalizing arrangements for the Greater Bengaluru Authority (GBA) to start functioning in the early part of next month. The move will officially replace the Bruhat Bengaluru Mahanagara Palike (BBMP) with five newly created municipal corporations. Draft orders for the transition have already been issued, and objections submitted by the public and stakeholders have been reviewed, with the final notification expected shortly.
The BBMP headquarters, which has housed Bengaluru's municipal administration since 1947, is being upgraded to serve as the Chief Minister's office in his capacity as Chairperson of the GBA. The Bengaluru Urban Development Minister, designated as Deputy Chairperson, will operate from the renovated Deputy Mayor's office. Other key departments, including revenue, administration, and climate action, will continue to be based within the former BBMP headquarters.
For the new municipal corporations, several BBMP properties have been repurposed to serve as offices. These include the 12-storey Utility Building on MG Road, Govindaraja Kanaka Bhavan, Shakti Soudha in Yelahanka, and a proposed facility in Banashankari. The city has been divided into five corporations East, West, North, South, and Central expanding administrative zones from eight to ten. Staff from BBMP will be reassigned accordingly, and property tax collection along with outstanding arrears will now be managed by the respective corporations. Liabilities owed to contractors, estimated between INR 1,800 crore and INR 2,000 crore, will also be divided based on the location of completed work.
The GBA, created under the Greater Bengaluru Governance Act, 2024, was initially established to oversee metropolitan governance, strategic planning, and coordination among multiple municipal bodies. Its formation reflects a shift towards more decentralized civic management, with responsibilities clearly defined between the GBA and the newly formed corporations. The transition is designed to streamline operations, improve service delivery, and ensure better fiscal and administrative accountability.
The final orders for the transition, including staff reassignments, property allocations, and distribution of liabilities, are expected by the end of this month, paving the way for the new governance framework to become fully operational.
