The High Court recently directed the Rajasthan government to present a full development plan for Jaipur's Walled City, moving beyond isolated enforcement to a wider focus on structural issues like waterlogging, parking shortages, and heavy traffic. The court has asked for a detailed progress report and scheduled the next hearing soon. This follows earlier interventions, such as sealing of illegal buildings and mandating hearings for owners, highlighting persistent challenges to the city's heritage, infrastructure, and its UNESCO-listed identity.

The Rajasthan High Court has asked the state government to prepare and submit a comprehensive development plan covering the entire Walled City of Jaipur. The court looks for more than just isolated compliance actions; it wants clear steps to resolve waterlogging, tackle parking shortages, and ease traffic congestion throughout the historic area.


This comes on the back of earlier rulings. Authorities had previously sealed 19 buildings found flouting zoning and heritage norms, and owners were given chances to be heard through a committee for individual review. The court even pushed back on demolition or urgent enforcement without ensuring due process and fair hearings.

In the recent hearing, the division bench emphasized that actions limited to commercial violations in one lane won't suffice. They want citywide assessments on infrastructure and asked for a detailed report from officials by the next hearing date in mid-September.

Also in recent months, the court took suo motu notice of the monsoon-related road damage across Jaipur, asking for a condition survey and a roadmap for repairs from civic bodies and the development authority.

These judicial interventions bring to light an ongoing struggle between preserving Jaipur's heritage and improving its infrastructure. The Walled City's delicate architecture, combined with growing urban pressures, demands thoughtful action. While sealing orders and procedural safeguards show intent, the court's insistence on a comprehensive plan signals a longer, more structured effort.
