NMC collects INR 11.4 crore in fines for illegal debris dumping in Nagpur

Synopsis

Nagpur Municipal Corporation's Nuisance Detection Squad has been actively penalizing individuals and builders for illegal dumping of construction materials, such as sand, gravel, and cement, on public roads and footpaths. Despite imposing fines averaging INR 12.42 lakh per month, the issue persists, with certain zones like Laxmi Nagar and Hanuman Nagar recording the highest number of violations. The ongoing encroachment of public spaces continues to cause pedestrian inconvenience and traffic congestion.

Nagpur has been grappling with the persistent issue of illegal dumping of construction debris, including sand, gravel, and cement, on public roads and footpaths. This practice has led to significant obstruction of pedestrian pathways and narrowed roadways, causing traffic congestion and posing safety hazards. The Nagpur Municipal Corporation (NMC) has been actively addressing this issue through its Nuisance Detection Squad (NDS), which conducts regular inspections and imposes fines on violators.


On average, the NDS penalizes 564 individuals and builders each month for illegal dumping activities. Individuals are fined INR 1,000, while builders face a higher penalty of INR 5,000 for similar violations. As a result, the NMC collects approximately INR 12.42 lakh in fines monthly. Since December 2017, the total fines collected across all 10 NMC zones amount to around INR 11.42 crore.

Among the various zones, Laxmi Nagar has emerged as the area with the highest number of violations, recording 7,076 cases and collecting fines totaling INR 1.61 crore. Other zones with significant numbers of violations include Hanuman Nagar (6,026 cases, INR 1.33 crore in fines), Ashi Nagar (6,731 cases, INR 1.34 crore), and Nehru Nagar (6,159 cases, INR 1.30 crore). In contrast, Gandhibagh zone reported the fewest violations, with 2,844 cases and INR 58.27 lakh in fines.

Despite these efforts, the problem of illegal dumping remains widespread across the city. Residents from areas such as SBI Colony, Gokulpeth, Deo Nagar, and Telecom Nagar have reported that footpaths are frequently blocked by piles of construction materials. Even in well-maintained areas like Bajaj Nagar Square and Civil Lines, heaps of debris continue to spill onto carriageways, further exacerbating the issue.

The persistence of this problem highlights the need for more stringent enforcement measures and greater public awareness to ensure the effective management of construction waste and the preservation of public spaces.
