Synopsis

The Chandigarh environment department has directed that the municipal corporation secure prior environmental clearance for its Manimajra housing project, classified under the Environment Impact Assessment regulations. This instruction has brought the INR 700 crore development to a halt despite detailed preparations already being in place. The civic body had drafted proposals for internal infrastructure worth INR 10 crore and outlined auction conditions for over 7.5 acres of land. With the land's freehold status confirmed, the project can only progress once mandatory clearance is secured.

The environment department of Chandigarh has informed the municipal corporation that the agency responsible must obtain prior environmental clearance before advancing with the Manimajra housing project. The development, valued at INR 700 crore, has been categorised under 8(a) of the Environmental Impact Assessment Notification, which makes green clearance a prerequisite.


This decision has temporarily stalled the project. The civic body had already drawn up a detailed plan of INR 10 crore for essential infrastructure, including roads, water supply, sewerage, electrification, and horticulture within the 7.7-acre Pocket No 6 site. The proposal was scheduled for discussion in the general house meeting.

In parallel, terms for auctioning more than 7.5 acres of land were finalised. These included zoning and building regulations, confirmation of the freehold status, variable reserve prices for different plots, and requirements for the successful bidder to undertake internal services and future maintenance.

With all these measures in place, the unexpected requirement for environmental clearance has paused progress, deferring the project?s execution until necessary approvals are obtained.

The municipal corporation had already completed groundwork, including infrastructure proposals and detailed auction conditions for the land parcels. Despite the confirmation of the land?s freehold status and the scale of the INR 700 crore project, development cannot advance until environmental authorities issue their approval. This regulatory requirement has created a delay at a critical stage of project preparation.
