Telangana's Future City plan faces legal roadblocks over Pharma City land

The Telangana government has run into legal complications in its attempt to reconfigure land initially allocated for Pharma City into a large-scale multi-sector Future City. The plan to redevelop nearly 20,000 acres across several villages has been challenged by farmers seeking the return of their land and by courts noting the original acquisition purpose. Authorities are now studying similar national precedents and consulting experts to determine whether the proposed change in land use can stand legal scrutiny.

Telangana government has been confronted with mounting legal challenges regarding its Future City initiative. The proposal involves repurposing close to 20,000 acres of land that was initially acquired under the previous administration solely for the Hyderabad Pharma City project. That land, located in villages such as Kandukur, Yacharam and Kadthal, was supposedly designated exclusively for pharmaceutical development.


The current administration envisions transforming this area into a vibrant multi-sector hub, incorporating educational institutions, an AI city, healthcare facilities, electronics manufacturing, sports infrastructure, residential townships and entertainment zones. Indeed, land has already been allocated for Young India Skill University and a sports hub.

However, this ambitious vision has hit a legal snag. The courts were previously informed that the land would remain restricted to pharma-related purposes, and now several of the acquiring farmers are demanding their land back should the promised Pharma City not materialise. Compounding the issue, a senior official acknowledged that the industries department is studying similar cases from across the country and consulting legal and industry experts to ascertain whether the land can be lawfully repurposed.

With the industries department now seeking expert advice and precedent from other regions, the project?s prospects remain uncertain. Unless clarity emerges on the legality of the land use change, the vision for Future City risks being indefinitely stalled amidst legal and political resistance.
