Thane-Borivali tunnel: CM sets 3-year goal, prioritises land and rehab work

Synopsis

Maharashtra Chief Minister Shri Devendra Fadnavis has directed officials to complete the Thane-Borivali twin tunnel and similar infrastructure projects in the state within a three-year timeframe. During a recent review meeting, he insisted on fast-tracking rehabilitation efforts for displaced families, acquiring forest clearances, and expediting work on the Borivali-end. The 11.84-km tunnel, scheduled for completion by the end of 2028, is set to slash travel time from over an hour to just 15 minutes. With an estimated cost of INR 12,057 crore, the project also promises substantial fuel savings and a sharp cut in carbon emissions.

At a recent review meeting on the Thane-Borivali twin tunnel, Maharashtra Chief Minister Shri Devendra Fadnavis strongly urged officials to ensure the completion of all major infrastructure projects across the state within a span of three years. The review was focused on the 11.84-km-long tunnel that aims to dramatically reduce travel time between Thane and Borivali from over 60 minutes to approximately 15 minutes.


Fadnavis laid particular emphasis on the timely execution of the project and called for immediate steps to rehabilitate families affected by the tunnel construction. He instructed that the resettlement work must be carried out on a priority basis and completed within a month. He also ordered an accelerated pace of construction on the Borivali end of the project.

The Chief Minister further directed officials to obtain the necessary forest clearances in phases and ensure the permanent rehabilitation of displaced households without delay. He stressed the need for rapid land acquisition, especially for plots owned by Adani and Tata Power, which are essential for progressing on the Borivali side. Additionally, he asked for a finalised road layout plan to lay underground power lines for Adani Power.

Highlighting safety and environmental considerations, Fadnavis proposed that provisions be incorporated to ensure effective air circulation within the tunnel. He also suggested that additional land from the Sanjay Gandhi National Park could be allocated for these ventilation requirements. Moreover, he instructed that all permissions for night-time construction work and second-phase forest clearances must be secured without bureaucratic delays.

The tunnel project has been divided into two key packages: Package 1, covering 5.75 km on the Borivali side, carries an estimated cost of INR 6,178 crore, while Package 2, stretching 6.09 km on the Thane side, is expected to cost INR 5,879 crore. Together, the total project is valued at INR 12,057 crore.

Once completed, the twin tunnel is projected to deliver major environmental benefits as well. It is estimated to cut annual carbon emissions by 1.4 lakh metric tonnes and result in notable fuel savings for commuters.
