The Maharashtra Urban Development Department recently approved four crucial town planning schemes proposed by the Pune Metropolitan Region Development Authority (PMRDA) over a year ago-covering Autade Handewadi, two Holkarwadi clusters, and Vadachiwadi, collectively spanning about 520 hectares. These areas align with the envisioned 82?km ring road, a key component of the master plan boosting organised expansion across around 5,000?hectares.
Implementation follows the land?sharing Gujarat model: landowners will get 50% of the developed land, while central and PMRDA bodies will fund the rest. The central government will contribute INR?25?crore per scheme, and PMRDA has earmarked INR?125?crore from its budget.
Two other schemes remain pending. The Maan?Mhalunge plan, initially promoted as a flagship project in 2018, is still under review due to flood?zone issues. The Manjari Khurd?Kolwadi plan was rejected over technical faults, mainly plot demarcation and requires resubmission.
PMRDA officials expressed frustration over the delay, stating growth corridors have been stalled unnecessarily. One official pointed out that the delay affected infrastructure rollouts and real estate planning. Residents also voiced concerns: one local noted that without approval, 'nothing will move forward this year' in Manjari, while a developer in Holkarwadi highlighted that clearance would enable infrastructure and connectivity improvements.
Further delays could jeopardise central infrastructure fund release, hampering timelines. Earlier, the state cancelled the draft development plan and mandated an 18 metre minimum road width, prompting a review of pending TP schemes. The four approved schemes cover: Vadachiwadi (134.79 ha), Autade?Handewadi (94.44?ha), and two Holkarwadi segments (158.19 ha and 130.78 ha) .
Urban planners view these approvals as vital for orchestrated growth, but analysts warn unless the remaining schemes covering nearly 500 ha clear state scrutiny soon, Pune will miss its chance to utilise central funds and deliver essential services.
