MMRDA begins work on INR 905 crore Mogarpada metro depot to serve 4 major lines

Synopsis

MMRDA has taken over 174.01 hectares in Mogarpada, Thane, to build Mumbai's largest integrated metro car depot, supporting Metro Lines 4, 4A, 10, and 11. Backed by CM Shri Devendra Fadnavis and Deputy CM Shri Eknath Shinde, the INR 905 crore project will house 64 stabling lines, 10 workshop lines, and advanced facilities like automated wash systems and training centres. Construction, led by SEW-VSE JV, is now underway. A unique farmer-first rehabilitation model offers developed land plots to leaseholders and encroachers. Once operational, the depot will boost metro efficiency, cut travel time by 50%, and serve 1.2 million passengers daily, transforming connectivity across Eastern Suburbs and Thane.

Under the leadership of Chief Minister Shri Devendra Fadnavis and Deputy Chief Minister Shri Eknath Shinde-who also chairs MMRDA-the Mumbai Metropolitan Region Development Authority has officially taken over 174.01 hectares in Mogarpada, Thane. This expansive land parcel is being developed into a state-of-the-art, integrated metro car depot that will anchor operations and maintenance for four crucial metro corridors: Lines 4, 4A, 10, and 11, covering nearly 56 km from CSMT to Mira Road.


The allocation was made on an 'as-is-where-is' basis, according to a government resolution passed in October 2023. This move reaffirms the state's continued push to bolster transit infrastructure and optimize metro connectivity in the Mumbai Metropolitan Region.

The Delhi Metro Rail Corporation (DMRC), which prepared the Detailed Project Reports, had strongly recommended Mogarpada as the single depot to ensure operational integration and improved service efficiency. This location is strategically placed to coordinate services for multiple lines, easing maintenance logistics and enhancing commuter experience.

Set to be the city's largest metro car depot, Mogarpada will include 64 stabling lines, 10 workshop and 10 inspection lines, and an underfloor wheel lathe to maintain rolling stock. Additional features include a depot control centre, CMV workshop for catenary vehicle maintenance, automated wash systems, de-dusting blow-down plants, and dedicated staff quarters. It will also host training facilities to upskill metro personnel.

The contract for this massive infrastructure build was recently awarded to the SEW-VSE Joint Venture, following approval in MMRDA's 276th Executive Committee meeting. With an investment of INR 905 crore (inclusive of all taxes), the Notice to Proceed was issued a few days ago and the contractor has now officially taken charge of the site, with immediate commencement of construction.

In a move aligned with CIDCO's inclusive development policies, MMRDA has introduced a farmer-friendly rehabilitation model. Leaseholders are being allotted 22.5% of the land area in developed plots, while encroachers are receiving 12.5%. The layout ensures strong internal and external connectivity, with 18-meter-wide main roads and 12-meter internal ones. The plots are expected to be handed over within a 36-month timeframe.

To ensure transparency and consensus, MMRDA held extensive consultations earlier this year under the guidance of Transport Minister Pratap Sarnaik and the Thane District Collector. Farmers' feedback was addressed, resulting in the issuance of 198 offer letters-167 to leaseholders and 31 to encroachers.

Once operational, Metro Lines 4 and 4A alone are projected to cut current travel times by up to 50% and are expected to serve nearly 1.2 million passengers daily. These lines will dramatically improve access to underdeveloped areas, reduce road congestion, and lower vehicular pollution, catalyzing development in the Eastern Suburbs and Thane.

Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner of MMRDA, highlighted that the project's success was deeply rooted in the trust and participation of the local farming community. The leadership also underscored the depot's role in driving forward Mumbai's multimodal urban mobility vision.

By integrating four metro lines under a single operational and maintenance hub, the city is preparing itself for higher capacity, efficiency, and seamless commuter journeys. But what stands out most is the inclusive approach: MMRDA's engagement with local stakeholders and farmer-centric rehabilitation plan signal a shift towards more empathetic urban planning.
