Synopsis

Ahmedabad Municipal Corporation (AMC) has installed real-time air-quality sensors at over 100 major construction sites to monitor dust pollution, specifically PM10 levels. Although these sensors frequently trigger alerts when pollution thresholds are breached, no penalties have been issued, as enforcement lies with the zonal estate department, which has yet to act. The Centre had supported AMC under the National Clean Air Programme after the city achieved a 40% drop in PM10 levels through greening, EV infrastructure, smart parking, and cleaner crematoriums. AMC also partnered with the Centre for Environment Education on awareness drives. Still, construction-related pollution remains poorly regulated despite the progress.

The Ahmedabad Municipal Corporation (AMC) has implemented a network of automated air-quality sensors at over 100 major construction sites across the city, aimed at curbing dust emissions and enforcing environmental compliance. These real-time monitors track PM10 (particulate matter under 10 microns) levels and automatically trigger alerts when thresholds are breached. Despite multiple alerts being generated and transmitted to officials, not a single construction project has faced any form of penalty or notice.

Authorities confirmed that while the alerts have been received, enforcement actions have remained absent. An AMC official clarified that the existing framework does not currently empower the system to issue direct penalties. Instead, the responsibility for initiating punitive measures lies with the zonal estate department, which has not acted on any of the flagged violations thus far.

The Centre had provided funding under the National Clean Air Programme (NCAP) after Ahmedabad recorded a nearly 40% reduction in PM10 levels. The improvement was attributed to a combination of greening initiatives, smart transport infrastructure, and better waste management. Notable among these are the development of urban forests, promotion of solar-powered EV charging stations, introduction of smart parking systems, and the conversion of traditional crematoriums to cleaner CNG-based alternatives.

Additionally, AMC collaborated with the Centre for Environment Education (CEE) on awareness drives and citizen engagement programs aimed at reducing localized pollution. However, despite these broader improvements, officials admitted that construction-related pollution continues to be one of the most under-regulated sectors.
