Bhopal is set to introduce a major reform in its property registration process with the launch of a unified digital system under the upgraded Sampada 2 platform. The new mechanism enables homebuyers to register both sale deeds and mortgage (hypothecation) documents in a single appointment, eliminating the long-standing practice of two separate visits. The service is currently undergoing final-stage testing and will soon become fully operational.
This enhanced version of the Sampada portal has been developed to streamline the entire registration workflow digitally. Once implemented, the system will allow users to complete all necessary documentation at once and receive registry papers directly in PDF format-removing the need for physical paperwork and in-person collection. The initiative not only reduces redundancy but also minimizes waiting time and clerical workload at the sub-registrar offices.
The Sampada 2 system, already used for generating e-stamps and electronic registries, has been extended to now auto-link both sale and loan-related documents in a single workflow. Authorities are also considering the integration of Aadhaar-based eKYC and digital payment options, which would further enhance the user experience and reduce human intervention.
This reform follows broader efforts across the country aimed at digitizing land and property registration processes. States like Maharashtra have recently launched a similar "One State, One Registration" platform, allowing citizens to register properties online from any location within the state. The Ministry of Rural Development has also been pushing for a unified national registration framework under the proposed Registration Bill, 2025 aiming to eliminate inter-state discrepancies and fraud in land records.
Bhopal's one-stop system is part of Madhya Pradesh's larger roadmap to bring land records, stamp duty payments, and document verification onto a single transparent digital platform.
