NMMC cracks down on illegal construction in Nerul, Airoli, Belapur under MRTP Act

Synopsis

The Navi Mumbai Municipal Corporation (NMMC) undertook a major demolition initiative targeting unauthorised constructions in Nerul, Airoli, and Belapur. Despite prior notices issued under the Maharashtra Regional and Town Planning Act, 1966, many offenders failed to remove illegal structures. The drive, executed under directives from the municipal commissioner and senior officials, resulted in partial and complete demolition of illegal extensions. Equipment including gas cutters, hammers, and labourers were deployed, and a penalty of INR 50,000 was collected during the operation in Airoli. The civic body has indicated its commitment to continuing such stringent enforcement efforts.

The Navi Mumbai Municipal Corporation (NMMC) has executed a rigorous anti-encroachment drive across three zones Nerul, Airoli, and Belapur under orders from Municipal Commissioner Dr Kailas Shinde. The operation was spearheaded under the supervision of Additional Commissioner (II) Dr Rahul Gethe and Deputy Commissioner (Encroachment) Dr Kailas Gaikwad.


In Nerul, a physical inspection revealed that Ramphal Magnu Saroj had carried out unauthorised construction on the terrace of Plot No. 332B in Sector-1, Shiravane village. The encroachment, measuring approximately 2.35m by 2.25m, had been enclosed without legal permission. A notice had earlier been served on 3 April 2025 under Section 53 (1A) of the Maharashtra Regional and Town Planning (MRTP) Act, 1966. However, with the notice period having expired and no voluntary removal observed, the civic body initiated eviction. During the enforcement, three illegally erected shops within the parking area were sealed, and one small unit was fully demolished. The demolition team comprised the Assistant Commissioner Jayant Jawdekar, encroachment staff, six labourers, and two gas cutters, supported by security personnel and municipal police.

In Airoli's G Ward, illegal construction was observed at H-16 and H-63 in Sector-4, carried out without NMMC's authorisation. Notices were issued under Section 54 of the MRTP Act, 1966. As the concerned parties failed to dismantle the unauthorised structures voluntarily, a partial demolition was carried out on 16 July 2025. The operation deployed one gas cutter, two breakers, four hammers, and eight labourers. Officers and staff from G Ward, Airoli were present during the exercise. In addition, a penalty of INR 50,000 was collected from the offenders during this phase of the action.

Belapur's A Ward also witnessed similar action. Unauthorised construction was found ongoing at House No. 632, Sector-19, Shahbaz Gaon, by Mina Manoj Koli, Vinod S Koli and others, and at House No. 212, Sector-23, Darave by Ramesh Barsha Naik and associated parties. Notices had been issued earlier under Section 54 of the MRTP Act. As the construction was not halted, demolition was executed on 17 July 2025. The team consisted of assistant commissioners, assistant engineers, municipal staff, 15 labourers, two gas cutters, and four hammers, along with local and municipal police units.

The NMMC has made it clear that such enforcement drives against illegal constructions will continue to intensify in the days ahead, as part of its larger agenda to uphold town planning regulations and safeguard urban development integrity.
