Uttar Pradesh is fast emerging as a preferred destination for commercial offices and industrial units, thanks to competitive incentives, policy clarity, and a robust business ecosystem. During a recent seminar hosted by Invest UP, top government officials highlighted the state's proactive investment policies and infrastructure readiness. Key announcements included the proposal for a Noida-like city in Bundelkhand and plans for future Global Capability Centre (GCC) events to attract domestic and global investors. The seminar witnessed participation from tech leaders, policymakers, and multinational investors, reinforcing UP's position on the global investment map.

Uttar Pradesh has established itself as one of the most attractive states in India for setting up commercial offices and industrial units, according to Chief Secretary Manoj Kumar Singh, who made this assertion during a high-profile seminar organised by Invest UP. He remarked that the state's favourable business environment and competitive incentives have significantly boosted its appeal among investors.


The seminar, convened to promote the Global Capability Centre (GCC) Policy 2024, drew participation from key stakeholders including leaders of top tech firms, global investors, senior policymakers, and multinational corporations. The aim was to highlight investment prospects in the state and encourage the establishment of GCCs across regions beyond traditional metros.

Singh announced that the state government is planning to develop a new city in the Bundelkhand region, modelled after Noida, as part of a broader effort to decentralise development and drive economic progress in underdeveloped areas. He emphasised that UP's rapid transformation has been fuelled by its industry-focused policies, modern infrastructure, and efficient implementation mechanisms, which together have built a resilient industrial base.

The seminar focused on four pivotal areas: the availability and regulation of real estate and commercial spaces-including engagement with CREDAI and upcoming building by-laws; the presence of a skilled workforce supported by strong academic and technical institutions; enhancements in the overall business climate; and continued improvements in physical and digital infrastructure.

While Noida and Greater Noida continue to attract significant attention as upcoming GCC hubs, Tier-2 and Tier-3 cities across the state are experiencing accelerated development. Notably, a large-scale land bank is being curated to convert Jhansi, in the Bundelkhand region, into a major industrial centre.

A future roadmap for GCC-focused events was also revealed, with upcoming conferences planned in Indian metros such as Bengaluru, Chennai, and Hyderabad. Furthermore, the state aims to tap into international capital by hosting roadshows in key cities across the US and Europe.

Alok Kumar, Principal Secretary of the Infrastructure and Industrial Development Department, stated that the vision of a 'Developed India' must be built upon the foundation of 'Developed States'. He also assured that the Uttar Pradesh government is committed to offering comprehensive support to investors looking to establish GCCs in the state, citing the region's strong infrastructure, ease of doing business, and abundant skilled talent.

Anurag Yadav, Principal Secretary of the IT and Electronics Department, spoke about the state's forward-looking digital policies and its expanding digital infrastructure, noting the significant potential for investment in IT/ITES and BPM sectors. Echoing this sentiment, MAQ Software's founder Rajeev Agrawal highlighted Uttar Pradesh's emerging stature as a tech-oriented business destination. P Guruprasad, Principal Secretary of the Housing Department, stressed that solid infrastructure will be central to building a thriving GCC ecosystem in the state.

The proposed Noida-like city in Bundelkhand and the targeted outreach in domestic and international arenas signal a clear commitment to inclusive, future-ready economic development. With supportive policy frameworks, vast land reserves, a skilled workforce, and improving infrastructure, the state is positioning itself as a critical node in India's emerging knowledge economy.
