Mysuru engages women-led SHGs for property tax and water bill collection

Synopsis

The Mysuru City Corporation (MCC) has initiated a unique revenue enhancement drive by enlisting women's self-help groups (SHGs) for door-to-door collection of property taxes and water charges across all 65 wards of the city. Eight SHGs have been selected for this initiative, based on their digital literacy, educational backgrounds, and computer skills. These groups, registered under the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM), will not only boost the civic body's revenue collections but also create livelihood avenues for women. Simultaneously, six other SHGs have been assigned the maintenance of city parks, signalling a shift from contractor-based systems to community engagement models.

In an effort to improve revenue collection while advancing women's economic empowerment, the Mysuru City Corporation (MCC) has recently engaged women-led self-help groups (SHGs) for the collection of property tax and water charges across the city. The initiative, implemented earlier this week, targets improved compliance and a higher recovery rate by adopting a more grassroots-level, human-centric approach.


A total of eight SHGs were shortlisted from 20 applicants. These groups are affiliated with the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) and were evaluated based on key parameters such as digital literacy, educational qualifications, and proficiency in basic computing. Following their selection, all SHG members underwent training to assist residents with both online and offline payment procedures, ensuring smooth and accessible tax collection processes.

Out of the eight groups, five will be responsible for property tax collection. These include Chamundeshwari from Alanahalli, Daneshwari from Vidyaranyapuram, Sharathy from Saraswathipuram, Angalaparameshwari from Janatha Colony, and Arora from Agrahara. The remaining three Spoorthy from Azeez Sait Nagar, Mallige from Kuvempu Nagar, and Sanjeevini from Rajiv Nagar have been assigned the task of collecting water dues from households.

Expanding this model beyond financial collections, MCC has also entrusted the upkeep of public parks to women SHGs. Six groups Annapoorneshwari, Lakshmi Saraswathi, Sammathi, Ya Abeeb, Gulshan, and Noor have been appointed for park maintenance. These groups will replace traditional contractors, and in return, will receive payments ranging from INR 2 lakh to INR 10 lakh, depending on the scope and scale of the responsibilities allocated.

Deputy Commissioner (Revenue) Somashekhar Jigani explained that the initiative has a dual objective: to maximise tax recovery and to ensure that women in these groups are provided with sustainable income streams. He emphasised that the MCC is committed to achieving 100% property and water tax collection and that engaging local SHGs offers a community-driven solution that also supports gender empowerment.

This is not the first time Mysuru has experimented with inclusive civic strategies. In the past, the city has received accolades for its sanitation initiatives and citizen-centric governance practices. By involving SHGs in critical municipal functions, the MCC is now reinforcing its reputation as a forward-thinking civic body that leverages local human resources for administrative efficiency.
