The Maharashtra government recently approved revised terms for utilizing an 8.5-hectare Mother Dairy land plot in Kurla. This decision aims to rehabilitate ineligible slum dwellers from Dharavi, India's largest slum cluster. The redevelopment plan encompasses not only housing but also essential amenities like schools, hospitals, and shopping complexes. This decision follows a Government Resolution issued last year handing over the land to the Slum Rehabilitation Authority (SRA). The ambitious Dharavi project aims to rehabilitate 8.5 lakh families, with 3.5 lakh requiring land outside Dharavi itself. However, local residents and political leaders have opposed the move, citing environmental concerns and demanding alternative land use such as botanical gardens and hospitals.
The Maharashtra government recently, sanctioned revised terms for the use of an 8.5 hectare parcel of Mother Dairy land located in Kurla. This land is intended to provide rehabilitation housing for ineligible slum dwellers from Dharavi under the larger redevelopment scheme. Alongside the housing, essential amenities such as a school, hospital, and shopping complex are planned to be constructed on the site to ensure holistic development.
The cabinet's approval followed a Government Resolution issued last year, which entrusted the Slum Rehabilitation Authority (SRA) with managing this plot as part of the Dharavi redevelopment plan - India's largest slum cluster project. According to the Chief Minister's Office, the ambitious initiative aims to rehabilitate a total of 8.5 lakh families from Dharavi, of which approximately five lakh will be accommodated within Dharavi itself. The remaining 3.5 lakh families require additional land parcels, including the Mother Dairy site in Kurla.
The government clarified that the policy for the ineligible families would ensure they receive not only homes but also vital amenities to improve their quality of life.
However, the move has sparked strong opposition with several politicians and political parties actively opposing the relocation of Dharavi residents outside the slum cluster.
The Mother Dairy facility, operational since 1974, is a fully owned subsidiary of the National Dairy Development Board (NDDB), an institution recognised by an Act of Parliament. The redevelopment plan for Dharavi is currently being executed by the Adani group, adding further political complexity to the project.
Separately, the state cabinet also approved extending toll waivers at five Mumbai entry points until September 2029. This toll waiver had been initially introduced shortly before the state assembly elections and is part of an arrangement with MEP Infrastructure Pvt Ltd, which manages these entry points and maintains Mumbai's flyovers. The company's contract, which began in 2010, is set to expire in late 2026.
