Punjab Chief Minister Shri Bhagwant Mann and Arvind Kejriwal unveiled the 'easy registration' system in Mohali, aimed at delivering a seamless, transparent, and agent-free property registration experience.
Mann remarked that this innovation marked a revolutionary departure from traditional processes, as it would spare citizens the ordeal of shuttling between offices or dealing with agents and intermediaries. He pointed out that the system was accessible via mobile phones, ensuring speed, clarity and full transparency.
Following the launch, both leaders stated that citizens could now register their properties at any sub-registrar office within the district, irrespective of the property's location-significantly enhancing convenience and accessibility.
The platform is integrated with the state's 'Seva Sahayak' doorstep services, available through helpline 1076, making it especially beneficial for rural households, senior citizens, professionals with demanding schedules, and individuals with limited mobility.
Mann highlighted that real-time updates would be sent to citizens through WhatsApp at every stage-from document submission to approval, payment, and appointment-keeping users informed throughout the process. He also emphasised that the introduction of online document submission, digital pre-scrutiny, and self-scheduled appointments eliminated the need for standing in queues or making multiple visits to government offices.
The platform comes with a 48-hour guarantee for pre-scrutiny and offers zero waiting at the final registration stage, thus reducing stress and enhancing efficiency. Online payments via a unified digital gateway remove the need for cash transactions, significantly lowering the risk of unofficial charges. Mann added that citizens could also report corruption via a dedicated WhatsApp number, further ensuring accountability.
Moreover, the system enables users to draft their own deeds using a 'draft my deed' feature or access affordable support from 'Seva Sahayaks' or Sewa Kendras. This initiative is expected to decrease dependence on private deed writers, who often charge high fees, thereby encouraging greater self-reliance among citizens.
The consolidated digital payment system allows users to pay all fees-including stamp duty and registration charges-through a single online transaction. This removes the necessity of visiting banks, eliminates the hassle of demand drafts, and boosts security by avoiding cash handling. An inbuilt fee calculator and pre-set government rates on the portal also assist citizens in accurate financial planning and help avoid hidden charges.
This citizen-centric initiative operates on the principle of 'Your Property, Your Convenience'. It has already been successfully rolled out in Mohali and will be extended across the entire state in the weeks to come.
A trial phase is expected to take place in every district between mid-July and early August, following which the system will be fully implemented state-wide. Mann stated that a comprehensive accountability framework had been established, with checks and balances to monitor officials' conduct. He added that any objection raised by a sub-registrar would be instantly visible to the applicant and tracked by senior authorities, including the deputy commissioner.
He stressed that this mechanism was a critical step in dismantling entrenched corruption within tehsils and assured that any unjustified delay in registrations would attract strict disciplinary action.
With its blend of technology, accountability, and citizen-focused design, the initiative has the potential to reshape how property transactions are handled in Punjab. As the state prepares for its phased rollout, the new system could set a precedent for other states seeking to reform and modernise their land registration infrastructure.
